Correct, an oversize piston allows you to re-use an otherwise damaged cylinder. You would want to check with the shop doing the boring that 0.4mm is enough to clean up any damage to your cylinder and then give the oversize piston to the shop when they do the boring so as they can match the size exactly when they machine the cylinder.
