no, this is normal -these have a pin sized diameter hole which vents the diaphragm cavity to the atmosphere. This is to make ensure that it can't build up a negative or positive pressure and stop pumping- although you can blow or suck through this from the diaphragm fitting, when the engine is running this isn't actually a vacuum line but it continually sucks/ blows up to 200 times per second as the piston goes up and down and air cannot move through such a small hole quickly enough to effect the diaphragm movement or to allow air into the engine through the impulse pipe!
